Your PC cannot find it if it is locked. Turn it on and unlock it. The Photos app can be opened by selecting the Start button and then selecting Photos. You can open File Explorer by opening it. You can double-click the name of your iPhone to open it. The folders where the photos you want to import are located.
Open iTunes on your PC. If, however, you choose to use iCloud Drive, the data used will be counted against your storage limit. Tap and hold an empty space. You can release your finger when a menu pops-up. Tap Done to close the file creation window. You'll see this in the top right corner of your screen. It will display a blue checkmark in the lower right corner of the thumbnail to indicate that it is selected.
The photo you have selected previously will copy to your clipboard. If you didn't close the Files app, you should be inside that newly created folder when you open the app. Tap Paste.

Apparently they are getting more and more reports of the issue. No fix for now. Just a workaround. You have to import the pictures from the phone using iCloud, or something like the Windows photo app.
Once the pictures are on the local machine or cloud service off of the phone then you can work with them normally. No idea on how long it will take to patch.
